Stayner Water Supply at Capacity New Building Permits on Hold
The Township of Clearview is excited to have received $35 million of Housing-Enabling Water Systems funding from the Province of Ontario. This will help fund the construction of the Klondike Park Road Well Site, Reservoir and Pumping Station and bring additional water capacity to the Stayner Settlement area. The existing water system remains at capacity and new building permits on hold until the water infrastructure is constructed. Drinking Water Management
Clearview Township owns and operates six municipal residential water systems. Each of these is operated within the boundaries of legislation and drinking water licences. Licence requirements include an accepted operational plan, an accredited operating authority, a drinking water works permit (DWWP), a permit to take water (PTTW), and a financial plan. Our quality management system (QMS) utilizes a set of coordinated activities to direct and control the department to continually improve the effectiveness and efficiency of its performance. The water source for all systems are groundwater wells. The New Lowell Water System is the exception. Along with groundwater wells it is supplied with water from the Collingwood – New Tecumseth Pipeline. The source of this water is provided from the Collingwood surface water treatment plant.
Services of the water department include:
- Operation, repair and maintenance of the Townships Water Distribution & Supply Systems, including emergency repairs
- Daily, weekly and quarterly water testing and monitoring per O.Reg. 170/03
- Installation, repairs and replacement of all water meters
- Repairs to and installation of water services and water mains
- Flushing in excess of 370 fire hydrants and dead end water mains within the system

Drinking Water Quality Management System Policy Statement
It is Clearview Township’s aim to ensure safe drinking water to the end user within all Township-operated Water Systems. Through this policy the Township commits to follow all applicable Legislation & Regulations that are associated with the safety and the delivery of Drinking Water. Through maintenance and continual improvement to the Quality Management System the Township is identifying, measuring, controlling and improving the various core water works processes that will ultimately lead to improved water works performance.
The Province of Ontario’s Drinking Water Quality Management Standard requires that the Operational Plan for the Drinking Water Systems is made available for public viewing at the principal office of the owner and/or on a website that is accessible to the public. Sewer & Wastewater Management
Clearview Township owns two Wastewater Treatment Plants and Collection Systems.
The Stayner Wastewater Treatment Plant and Collection System was built in 1984. The treatment process consists of activated sludge extended aeration treatment in combination with a lagoon polishing and storage system with effluent discharge to Lamont Creek.
The Creemore Wastewater Treatment Plant and Collection System was built in 2000. The treatment process consists of an influent pumping station, automatic fine screening (with a manually raked bypass raw sewage screen) and a 2-basin Zenon-Zeno-Gem membrane technology treatment process, UV disinfection, effluent re-aeration chamber and outfall to the Mad River.
